Housing giant issues 'unreserved apology' for repairs and maintenance failings after damning HCA report
Established by the Housing and Regeneration Act 2008, the HCA is the regulator for affordable housing. It oversees issues such as financial stability and governance. Since 2010 its role has changed with powers and funding devolved regionally to organisations including the Greater London Authority.

Executive Director

Fiona MacGregor was appointed the Homes and Communities Agency’s Executive Director of Regulation in November 2015. She has worked at the HCA since it launched in 2008, before which she was Deputy Director of Investment at the Housing Corporation, and Head of Development at London and Quadrant, a large registered provider.
